Glittering Mands

S. PRABHJOT SINGH MAND - IAS

S. Prabhjot Singh Mand is an IAS Officer. Before going in to the biography of S. Prabhjot Singh Mand, I want to bring out the significance of being an IAS officer. Indian Administrative Service is the full form of IAS. The officers of the Indian Administrative Service plays a major role in managing the bureaucracy of both Union Government and State Government, with its members holding strategic post across the country. The Constitute Assembly of India intended that the bureaucracy should be able to speak out freely without fear of persecution or financial insecurity as essential element in unifying the nation. IAS officers are recruited by the Union Government and posted under various State Governments. While the respective State Government have controlled over them. They cannot censure or take disciplinary action against IAS officer without consulting the Union Government or Central Government. This is what the Capability and Authority, S. Prabhjot Singh Mand had being an IAS officer. To my imagination S. Prabhjot Singh Mand is the first IAS officer in the history of Mand Clan. He deserves a very big appreciation from all of us and we all are proud of him who has made known Mands to everyone being the DC of Mohali.

2.       He was born in Jalandhar. His native village is Bhutta in District Ludhiana. He studied all through in Chandigarh. After completion of Matric from Senior Model School Sec-16, Chandigarh, he did B.Sc. (Medical) from DAV College, Chandigarh and LLB from Department of Laws, Punjab University, Chandigarh. He was very fond of Hockey during his young days. He played Hockey and represented DAV College, Chandigarh and Punjab University Campus. He proved that studies and sports can go side by side and still you can attain the highest laurels in life.

3.       Presently he is Labour Commissioner, Punjab and earlier he was Deputy Commissioner of Mohali. As DC of a district, he was responsible for the general administration of the district. In addition he was District Collector and District Magistrate also. Even the Police gets the general directions from DC as a District Magistrate. He is in charge for the govt assets in his district. I am emphasising more on DC post because it effects you and me. At all times labour commissioner post is at a higher level and authority further increases with that.

4.       A person who has got this authority is approachable to everyone is unbelievable, rather he encourages you to talk to him and he calls you by name to encourage you. This proves the Sardari base from the origin. My first meeting with him was during 1999 without any previous meeting. I enjoyed the time I stayed with him and hospitality shown by him was unmatched. Subsequent meetings realised that he is not only known to me, he knows my brother Jasbir Singh Mand better than me. It is a matter of coincidence that my brother and his cousin are good friends in Canada and he has met

my brother through his cousin without my introduction. Good behaviour and humanity plays its role at its own. My brother considers he knows him better and I consider I know him better. It is leading to the same story of a child who was claimed by two mothers in front of a judge. Idea of emphasising is that I am not getting the appropriate words to put across the genuinenity, friendship and humanity shown by him whenever I got a chance to meet him. He might be going through lot of responsibilities and pressures from the higher ups for day to day life but I enjoy the authority which he has got.

5.       Mand clan is proud of him and we all wish that Almighty keeps him fit, happy and healthy to reach the top most place in his carrier. God Bless the Family with a Happy and Long Life.

S. MOHINDER SINGH MAND

Text Box: S. MOHINDER SINGH MANDS. Mohinder Singh belongs to Mand family who ruled on 16 villages during nineteenth century. He has written a book “We were Emperor Once” & brought out the complete history of Mands including his own family history. These estates of 16 villages were in the vicinity of Doraha Mandi near Ludhiana and to control this estate their family headquarter was at Doraha.

He was born in May 1930 at village Basiak (Maternal parent’s village) and grew up in Village Lopon. S. Mohinder Singh completed his primary education at RS Khalsa High School, Jaspalon and stayed in Lopon till 1939. His father S. Prem Singh Mand was a civil servant at Patiala & he stayed at Patiala where as his family stayed in Lopon. He studied languages & Mathematics. He completed his Master Degree in Mathematics in 1953 followed by Teachers Training. He played hockey, football and volleyball at junior level. At the age of 18, he started playing Basketball and became Captain of his Mahendra College during 1949.           His first appointment was a teacher of Maths at City High School, Patiala in 1954. He was given a lecturer grade during 1956 but he resigned from the teaching service in July 1959 to try his luck for better prospects in Nairobi, Kenya.

On 22 Mar 1959, he got married to Mrs. Ravinder Kaur Tiwana (Citizen of Kenya) in Bombay by performing a very simple marriage consisting of eight marriage party members. His uncle S. Gurbachan Singh Mand & S. Harbans Singh Mand who was living in Kenya at that time arranged it. The main reason for marriage was that he could go to Kenya for better prospect.

He was adopted as a son by Sarder Pratap Singh at the age of ten years because he had one & only one daughter. At that time the land could not be transferred to her name according to the Indian Constitution, so he preferred that he (adopted son) should get the land rather than his brother or nephews. After the death of S. Pratap Singh in 1941, his real heirs filed a case for the land and he has to fight a long case in the court for ten years. Ultimately he lost the case on the grounds that opposition proved that adoption was in name only, in other words paper adoption. He lost Rs. 25000/- in total & he was deprived of youthful activities due to the tussle. His family survived only due to the help of his maternal grandmother Har Kaur Sidhu.

In the meantime his elder brother Sukhdev Singh Mand had to cut short his education because their father S. Prem Singh Mand died in 1943. His brother got a job in the Veterinary Department of Patiala. His brother got married to Mrs. Satwant Kaur Grewal from Narangpur village near Ludhiana. Marriage party started from Lopon instead of Patiala because their kith & kin were there. S. Sukhdev Singh had three sons & three daughters. They are now all well qualified professionals. Presently they all hold very high positions in Civil Service, Education,

(ii)      Sardar Hari Singh Mand S/O S. Bishan Singh Mand

(iii)     S. Mihan Singh Mand & S. Kehar Singh Mand (Both brother)

RISE & FALL OF MAND FAMILY

During the beginning of Nineteenth Century the above said grandparents migrated from Sarhali village in Distt. Tarn Taran To Doraha Mandi, then to Lopon.

At that time Sardar with muscle was entrusted to look after the interest of certain areas. He was responsible for the internal & external protection especially from the Muslim looters. The Government at the Centre (Khalsa Panth) was paid a part of collection by these Sardars, which normally used to be one fifth from the farmers. One of the above said forefathers was appointed as Sardar who carved an estate for himself.

As per S. Mohinder Singh Mand, it is an authenticated fact that his ancestors were given Sixteen villages as a reward for the part they played during the struggle for the formation of the Khalsa Raj (Sikh Independent state). This estate was situated in the vicinity of Doraha Mandi near Ludhiana. Doraha was made the Headquarter to control this small estate. Five Mand families, the fore fathers of S. Mohinder Singh Mand, moved to control the new allocation. They

Text Box: S. MOHINDER SINGH MANDwere supposed to provide x number of horses, y numbers of infantryman & food for both at the time of an emergency. The collection of revenue, law & order, justice and general administration was the responsibilities of these five families. These elders were expected to tow the line of central or National Government of the time.

These great grandparents could not fulfill the commitment of providing men & material to the central organisation when it was needed, hence twelve villages under the Mands Jurisdiction were confiscated for not honouring , their commitments. Mands were left with four villages of Bilala, Khere, Kube & Lopon under the jurisdiction of Maharaja of Patiala. The headquarter was moved to V. Lopon from Doraha Mandi. The five Mand families lived in this village (Lopon) for more than a century. Resources of income reduced drastically since family share was one fifth of the total produce of these four villages.

In the beginning of twentieth century, the five Mand families become landless lords. The Govt. passed a law that the title deeds would be transferred to the names of farmers who had been tilling the land for the last ten years. The Mands lost control & authority to the tillers of land.

Mand were given a Jagir, by Govt. a regular payment (Quarterly or yearly) as agreed by both parties. This money was sufficient to had a comfortable & respectable life & continued for a century. However as time passed, the increase in Jagirs with respect to inflation was not enough to maintain standard of living.

After independence during 1947, Sardar Vallabbhai Patel was successful to annexe all the states. Similarly Congress Govt. took initiative to get rid off big and small landlords & Jagirdars. The Govt. put a ceiling in which nobody could have more than 30 acres of Agricultural land & ten acres of fruit & vegetables. Jagirdars were given ten times the annual amount which they were getting. In turn Jagirdars had to forfeit the ownership of the land & the titles. In 1955 the agreement was signed and sealed and that was the end of the Chapter of Jagirdar & the privileges that go along with it. The Mands lost their shrunken empire & became landless who were lords once.

The high social status which this family had once, forced to move out to other places from Lopon. Few went to nearby cities, some joined Armed Force & other ventured abroad to foreign countries especially Singapore & Malaysia, and East African countries such as Kenya, Uganda and Tanzania.

          S. Mohinder Singh Mand is presently staying in England. He enjoys a good health at the age of 81 years. He has the distinction of being a teacher in India, East Africa & England. At tis age also he is energetic enough to help & serve the community. He has special love for the Mands and Mand relatives. I am extremely thankful to him for sparing his time on phone / Email to guide me. I pray to God to give him a Happy and a long life & to keep him cheerful as ever.
